MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, AUGUST 11TH, 2020 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Public Hearing/Regular Meeting this 11th day of August 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.

THE MEETING IS OPEN TO THE PUBLIC.   We will practice safe distance measures and allow up to 50% occupancy including Mayor, Aldermen, staff and members of the public.  As a courtesy to those not comfortable attending in person, you may view the meeting through Facebook Live on the town’s Facebook page - TOWN OF ST. Your comments will be read aloud in the meeting during the Public Comment section.  In your email, please indicate the agenda item, your first and last name, your address, and your comment.  Should you wish to speak at the meeting in person, please contact Shannon Sturgeon, Town Clerk at 225-635-3688 no later than Monday, August 10, 2020 at 4:00 P.M. to coordinate your request.  In these extraordinary times we are trying to provide the most access within the bounds of keeping our community, elected officials and employees safe as possible.  
 
The meeting was called to order at 5:35 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully.  Also present, Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh, Town Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.
 
Absent: Alderman Bryan Kelley.

Motion made by Abby T. Cochran, seconded by Gigi Robertson to approve the minutes from the regular meeting of July 28, 2020.   All in favor, none opposed.  Motion carried.

Open Public Hearing for Ordinance 2020-3 (Aldermen & Mayor Salary Increase) *Raises do not go into effect until Jan 2021 when new Mayor and Board take office.

New Business:
 
1.     PEC Report – Written report provided by Bianca Hillhouse of PEC
·      Cast Iron Water Main Replacement:  PEC is continuing with the design of the east side of Prosperity Street.
·      Wastewater Treatment Plant Relocation: Preliminary analysis for the plant’s relocation is continuing, including research of potential plant sites and force main routes.  Town is continuing to pursue funding avenues for the project. 
·      Commerce Street Drainage Improvements: Request for proposals were sent out 08/06/2020 to five contractors.  The quotes are due back on August 20th at PEC’s office.  The construction cost estimate is $69K.
 
2.     Census Update
Jarwanda Harris with the U.S. Census Bureau stated that the response to the 2020 census questionnaire in St. Francisville is only 39.1% of the town’s households, with less than two months remaining before the count ends September 30, 2020.  Census workers will begin visiting households in the town in an attempt to improve the response.  Results from the census are used to determine federal funding – more money goes to the places where people live.  Citizens can reply to the census online at www.my2020census.govor call in at 1-844-330-2020.  In addition, townhall will mail out fliers inviting citizens to come to town hall and receive assistance with replying to the census.
 
Town Hall will be open on the following dates from 5:00pm - 8:00pm to assist in completing the 2020 Census.

·      Wednesday-September 2, 2020
·      Wednesday-September 9, 2020
·      Wednesday-September 16, 2020
 
3.     Sales Tax Bond/Election Update
The notice of intent to call election has been published in the official journal.  The application has been filed with the State Bond Commission and we are waiting on their approval.
 
The Town needs to begin notifying our citizens on the importance of passing the ½% sales tax to fund the relocation and construction of a new sewer treatment facility. 
 
4.     Re-Adopt Ordinance 2020-3 (Mayor & Aldermen Salary)- An ORDINANCE setting base salaries for elected municipal officers.  *Public Hearing Notice was published in the paper 08/05/2020.
 
Motion made by Gigi Robertson, seconded by James R. Leake to adopt Ordinance 2020-3 setting base salaries for elected municipal officials as follows:  Mayor:  $2,000.00 per month.  Councilmen:  $500.00 per month.

Absent:  Bryan Kelley
Abstained:  Susie Tully
Motion passed.
 
5.     Introduce Ordinance 2020-5AN ORDINANCE ADOPTING THE GENERAL ALIMONY “ADJUSTED” MILLAGE RATES IN THE TOWN OF ST. FRANSCIVILLE FOR 2020 TAX YEAR.
 
Motion made by James R. Leake, seconded by Susie Tully to introduce Ordinance 2020-5.  All in favor, none opposed.  Motion passed.  *Public Hearing set for September 8, 2020 at 5:30 pm.
 

6.     Introduce Ordinance 2020-6AN ORDINANCE WHICH SETS FORTH THE GENERAL ALIMONY “ADJUSTED” MILLAGE RATE AND ROLL FORWARD TO MILLAGE RATES NOT EXCEEDING THE “MAXIMUM” AUTHORIZED RATE.

 

Motion made by Susie Tully, seconded by Abby T. Cochran to introduce Ordinance 2020-6.  All in favor, none opposed.  Motion passed.  *Public Hearing set for September 8, 2020 at 5:30pm.

 
7.     Hire Officer Matthew Herrin as a Full-Time Police Officer to Fill Vacancy
Motion made by Susie Tully, seconded by James R. Leake to accept the recommendation of Police Chief Scott Ford and Mayor Billy D’Aquilla to hire Matthew Herrin as a full-time police officer.  All in favor, none opposed.  Motion carried.
