MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, APRIL 24, 2018 at 5:30 P.M.
The Town of St. Francisville Board of Aldermen met in public hearing/regular session this 24th day of April 2018 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:34 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Gigi Robertson, Alderman Susanne “Susie” Tully and Alderman Joseph “Bryan” Kelley. Also present, Town Attorney Jesse Means, Assistant Town Attorney Leslie Daniel, Police Chief Scott Ford, and Town Clerk, Shannon Sturgeon.
Absent: Alderman Abby T. Cochran and Main Street Manager Laurie Walsh
Prayer led by Town Attorney Jesse Means.
The pledge was led by Alderman Susie Tully.
Motion made by Susie Tully, seconded by James R. Leake to approve the minutes from the last regular meeting April 10, 2018 with an amendment to included Maintenance Superintendent Wallace Neal’s full name. All in favor, none opposed. Motioned carried.
Open Public Hearing for Ordinance 2018-1 An Ordinance Adopting Town of St. Francisville Historic District Guidelines.
Open Floor for Public Comment
Mayor D’Aquilla opened the floor for any public comments for Ordinance 2018-1. No public comments made.
Alderman discussed items that need amending, clarification and/or removal from Ordinance 2018-1. Once the changes have been made to the ordinance, the documents will be available for review and a public hearing will be re-advertised for May 22, 2018.
Public hearing closed at 6:08 p.m. and regularly scheduled public meeting began.

Mayor D’Aquilla opened the floor for any public comments before commencing with the new business. No public comments made.
1. PEC Report
– information provided by Bianca Hillhouse of PEC.
New 2” Gas Line on Old Hwy 66
Update: Contractors were delayed due to another project but expect to be on the jobsite next week.
2. Discuss and/or Take Action on PEC’s Recommendation for Drainage Washout / Audubon Hills Subdivision
Bianca Hillhouse of PEC presented photographs of the area behind Audubon Hills subdivision that has a water drainage washout. The location of the washout will be difficult to reach with heavy equipment due to the surrounding terrain. The board authorized PEC to continue researching the issue and give an update at the next board meeting.
3. Adopt Ordinance 2018-1 An Ordinance Adopting Town of St. Francisville Historic District Guidelines.
Motion made by Brian Kelly, seconded by Gigi Robertson to move this item to the May 22, 2018 Agenda and to re-advertise the Public Hearing for May 22, 2018. All in favor, none opposed. Motion carried.
4. Introduce Ordinance 2018-2 An Ordinance Adopting the Millage Rate for Tax Year 2018
Motion made by Susie Tully, seconded by Brian Kelly to introduce Ordinance 2018-2 An Ordinance Adopting the Millage Rate for Tax Year 2018. All in favor, none opposed. Motion carried. Public Hearing set for May 8, 2018.
5. Resolution 2018-4 A Resolution Fixing Monthly Gas Rate Formula for the Town of St. Francisville
Motion made by Susie Tully, seconded by Brian Kelley to move this item to the next agenda. All in favor, none opposed. Motion carried.
6. Request to Appeal Historic District Decision on Siding and Windows – John and Tonna Fournet
Motion made by James R. Leake, seconded by Gigi Robertson to issue a variance allowing John & Tonna Fournet to install vinyl siding and vinyl windows on their new auxiliary building/shed to match the material used on the existing home. All in favor, none opposed. Motion approved.
7. Discuss and/or Approve Appropriate Action of Honoring Russell Achord.
– Wayne Slater, Scout Master for Boy Scout Troop 61 requested the Board of Alderman’s assistance in honoring the late Russell Achord.
Motion made by James R. Leake, seconded by Susie Tully to approve funding a plaque in memory of Russell Achord’s contributions to the Boys Scouts to be mounted on the Scout Hut located on Parker Street; and for the Town of St. Francisville to draft a Resolution showing support for and encouraging residents and local businesses to help re-vitalize the Scout Hut in memory of Russell Achord. All in favor, none opposed. Motion carried.
8. Approve Alcoholic Beverage Permit for Dick-N-Wrens
Motion made by James R. Leake, seconded by Brian Kelley to approve alcoholic beverage permit for Dick-n-Wrens. In favor: James R. Leake, Brian Kelley, Susie Tully. Abstained: Gigi Robertson. Opposed: none. Motion carried.
9. Recognize Fire Chief Thomas E. Robinson’s Re-Designation of Chief Fire Officer by The Commission on Professional Credentialing

11. Joey Furr Invoice for Survey on Hwy 61
Assistant Attorney Leslie Daniel will contact Landsource Incorporated and/or Joseph Furr Design Studios regarding the invoice, obtaining a copy of the survey and payment by the Town of St. Francisville as appropriate.
12. Architectural Landscape Plan Presentation – Bill Reich of Reich Associates
Mr. Reich presented preliminary drawings showing his vision for landscaping and way-faring signage for US 61. The Mayor and Board of Alderman requested he continue the design process and bring back pricing details for further review.

Executive session was not needed. Motion made by James R. Leake, seconded by Brian Kelley to remove this item from the agenda. All in favor, none opposed. Motion carried.
Motion made by Susie Tully, seconded by Gigi Robertson to adjourn the meeting at 7:18 p.m. All in favor, none opposed. Motion carried.
