MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, MARCH 13, 2018 at 5:30 P. M.
The Town of St. Francisville Board of Aldermen met in regular session this 13th day of March 2018 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:30 p.m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susanne “Susie” Tully. Also, present, Assistant Town Attorney Leslie Daniel, Main Street Manager Laurie Walsh and Town Clerk, Shannon Sturgeon.
Absent: Alderman Joseph “Bryan” Kelley, Town Attorney Jesse Means and Police Chief Scott Ford.
Prayer led by Gigi Robertson.
The pledge was led by Abby Cochran.
Motion made by Susie Tully, seconded by James R. Leake to approve the minutes from the last regular meeting February 27, 2018. All in favor, motioned carried.
Motion made by Gigi Robertson, seconded by James R. Leake to approve the minutes from the Special Meeting March 6, 2018. All in favor, motioned carried.

Open Floor for Public Comment
Mayor D’Aquilla opened the floor for any public comments before commencing with the new business.
1. PEC Report
– Bianca Hillhouse of PEC.
SCADA System Installation
Update: Wastewater pump stations quote received this morning. PEC will review. Five gas sites have been proposed and the sites will need electrical connections (which are not currently available). PEC will get with their electrical engineer to determine what is required to bring power to each of the five sites.
New 2” Gas Line on Old Hwy 66
Update: Construction has not yet started.
2. Approve Liquor Permit Application for Al Aqaba
Motion made by Susie Tully, seconded by James R. Leake to approve the liquor permit application for Al Aqaba (new owner / Mansour Hijazi). In favor, Susie Tully, James Leake and Abby Cochran. Gigi Robertson abstained. Motion carried.
*Alderman Bryan Kelley joined the meeting at 5:36 p.m.
3. Discuss and/or Take Action on Audubon Hills Subdivision Issues
Mayor D’Aquilla provided an update to the Board of Alderman and citizens in attendance regarding complaints filed by an Audubon Hills resident. All issues have been addressed by Police Chief Scott Ford. No further action required at this time.
4. Resolution 2018-3 A Resolution of the Mayor and Board of Alderman of the Town of St. Francisville, Parish of West Feliciana, State of Louisiana, Fixing Monthly Gas Rate Formula for Hospital Service Districts Residing Within the Limits of the Town of St. Francisville Whose Usage Exceeds 500,000 Cubic Feet Per Month
After discussion, Alderman requested that some of the terminology in the resolution be clarified and brought back for reconsideration. No action taken. Item moved to the March 27th Agenda.

6. Add Executive Session To Agenda
Motion made by Susie Tully, seconded by Gigi Robertson to add executive session to discuss litigation to the agenda. All in favor, none opposed. Motion carried.
7. Executive Session
Motion made by Susie Tully, seconded by Gigi Robertson to enter in to executive session for approximately thirty minutes to discuss litigation. All in favor, none opposed. Motion carried. Meeting Room was cleared and executive session began at 6:02 p.m.
Executive session ended at 6:32 p.m. and the regular meeting resumed. No action taken.
Motion made by Susie Tully, seconded by Bryan Kelley to adjourn the meeting at 6:32 p.m. All in favor, none opposed. Motion carried.
