MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, SEPTEMBER 26, 2017 at 5:30 P. M.

The Town of St. Francisville Board of Aldermen met in regular session this 26th day of September 2017 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:32 p.m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Alderman Abby T. Cochran, and Alderman Susanne “Susie” Tully. Also present were Town Attorney Jesse Means, Assistant Town Attorney Leslie Daniel, Main Street Manager Laurie Walsh, Police Chief Scott Ford and Town Clerk Shannon Sturgeon.

Absent: Alderman Gigi Robertson and Alderman Joseph “Bryan” Kelley

The pledge was led by Laurie Walsh.

Motion made by James R. Leake, seconded by Susie Tully to approve the minutes from the last regular meeting September 12, 2017. All in favor, motioned carried.

PUBLIC MEETING
Open Regularly Scheduled Public Meeting.
Open Floor for Public Comment
Mayor D’Aquilla opened the floor for any public comments before commencing with the new business. No public comments were made.
New Business:

1. PEC Report – Bianca Hillhouse of PEC

a) Burnette Road Bridge:
• Substantial Completion Certificate has been sent to KCR for their signature.
• Created punch list to include delineators and additional erosion control.

b) New Water Well #4:
• Offical start-up occurred on 09/18/17. The well is operable, but some vibration was still observed at the ground level when it initially comes on. A slow opening check valve will be installed to address this.

c) New 2” Gas Line on Old Hwy 66:
• The cost estimate for future project (Gas Line Replacement on Old Hwy 66) is $47,362.50

2. Discuss Impact Fees
After discussion, Mayor D’Aquilla was asked to contact Steve Villavaso of Villavaso & Associates and request that they begin gathering impact fee information to be presented to the Board for review at a future date.

3. Authorize Purchase of Truck for Maintenance Department
Motion made by Abby T. Cochran, seconded by James R. Leake to authorize Mayor D’Aquilla to lease/purchase a 2018 Ford F150 for $26,700.00 thru Ford Motor Company’s Municipal Lease Program. All in favor, motion carried.

4. Discuss Chamber Office
Gaye Landry, President of the Chamber of Commerce has been notified that the building on Commerce Street previously occupied by the WFP Drug & Alcohol Awareness Council is now available for the Chamber of Commerce to use as an office. The Chamber will be moving to the new location in the next month or so.

5. Trick-or Treat Date & Time
Mayor D’Aquilla declared Tuesday, October 31st, 2017, TRICK OR TREAT NIGHT for the children of St. Francisville. The hours will be from 6:00 p.m. to 8:00 p.m. and limited to children twelve (12) years of age or younger. Trick or Treaters are also asked to call at homes where the lights are on.

Motion by Gigi Robertson, seconded by James R. Leake to adjourn the meeting at 6:05 p.m. All in favor, motion carried.
