MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, JANUARY 12TH, 2021 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Regular Meeting this 12th day of January 2021 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. 
 
The public meeting was called to order at 5:38 p.m. with the following members present: Mayor Robert P. Leake, Alderman Abby T. Cochran, Alderman Andrew D’Aquilla, Alderman James R. Leake,  Alderman Al Lemoine and Alderman Gigi Robertson.

Motion made by Abby T. Cochran, seconded by James R. Leake to approve the minutes from the Regular Meeting of  December 8, 2020.   All in favor, none opposed.  Motion carried

Appoint Mayor Pro Tem
Motion made by Andrew D’Aquilla, seconded by James R. Leake to appoint Abby T. Cochran                              Mayor Pro Tem.  All in favor, none opposed.  Motion carried.
 
Appoint Town Clerk, Treasurer & Tax Collector
Motion made by Gigi Robertson, seconded by Abby T. Cochran to appoint Shannon Sturgeon                            Town Clerk, Treasurer & Tax Collector.  All in favor, none opposed.  Motion carried.
 
Appoint Police Chief
Motion made by Al Lemoine, seconded by Andrew D’Aquilla to appoint Scott Ford Police Chief.  All in favor, none opposed.  Motion carried.
 
Appoint Town Attorney
Motion made by Gigi Robertson, seconded by Al Lemoine to appoint Ben Klein Town Attorney.  All in favor, none opposed.  Motion carried.
 
PEC Report –  Update provided by Bianca Hillhouse of Professional Engineering Consultants (PEC).
 
Cast Iron Meter Main Replacement     Motion made by Abby T. Cochran, seconded by Gigi Robertson to accept PEC’s recommendation and award the bid for Cast Iron Meter Main Replacement to the low bidder, Spinks Construction, for $205,848.00.  All in favor,             none opposed.  Motion carried.
 
Approve Change Order #1 for Commerce Street Drainage Project
Motion made by Gigi Robertson, second by Andrew D’Aquilla to approve change order #1 for the Commerce Street Drainage Project for an additional $7,150.00 due to upgrading the pipe size as requested by Maintenance Superintendent Wally Neal.  All in favor, none opposed.  Motion carried.
 
Approve Payment on Commerce Street Drainage Project
Motion made by Al Lemoine, second by Abby T. Cochran to accept PEC’s recommendation to issue payment for the substantially completed construction on the Commerce Street Drainage Project to Pointe Coupee Contractors, LLC in the amount of $67,941.00.  All in favor, none opposed.  Motion carried.
 
Approve Change Order #2 for Commerce Street Drainage Project
Motion made by James R. Leake, second by Gigi Robertson to approve change order #2 for the Commerce Street Drainage Project for an additional $4,000.00 to add 70 LF of culvert and two catch basins on Old Jackson Road as requested by Maintenance Superintendent Wally Neal.  All in favor, none opposed.  Motion carried.
 
Adopt Resolution 2021-1
Motion made by Abby T. Cochran, seconded by Al Lemoine to adopt Resolution 2021-1 a Resolution to Support Preparation and Submittal of an Application for Funding through the Division of Administration Community Water Enrichment Fund (CWEF).  All in favor, none opposed.  Motion carried.
 
 
Adopt Resolution 2021-2
Motion made by Gigi Robertson, seconded by Andrew D’Aquilla to adopt Resolution 2021-2 a Resolution to Support Preparation and Submittal of an Application for Funding through the Local Government Assistance Program (LGAP).  All in favor, none opposed.  Motion carried.
 
Adopt Resolution 2021-3
Motion made by Al Lemoine, seconded by Andrew D’Aquilla to adopt Resolution 20210-3 a Resolution providing for canvassing the returns and declaring the result of the special election held in the Town of St. Francisville, State of Louisiana (the “Town”), on Saturday, December 5, 2020, to authorize the levy and collection of a one-half of one percent (1/2%) sales and use tax for a period of fifteen (15) years, beginning April 1, 2021, for the purposes of (i) constructing, acquiring, extending, expanding, improving, maintaining, operating, and decommissioning sewerage facilities (including but not being limited to sewerage treatment facilities) serving the Town of St. Francisville, and acquiring immovable property, servitudes, and equipment related thereto; and providing for other matters in connection therewith.  All in favor, none opposed.  Motion carried.
 
Introduce Ordinance 2021-1
Motion made by  James R. Leake, seconded by Al Lemoine to introduce Ordinance 2021-1 an Ordinance directing the levy and collection of a one-half of one percent (1/2%) sales and use tax upon the sale at retail, the use, the lease or rental, the consumption and the storage for use or consumption, of tangible personal property and on sales of services in the Town of St. Francisville, State of Louisiana for a period of fifteen (15) years, beginning April 1, 2021; and further providing for other matters in connection therewith.  All in favor, none opposed.  Motion carried.  The Public Hearing will be set for January 26, 2021.
