MINUTES OF THE REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, DECEMBER 8TH, 2020 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Regular Meeting this 8th day of December 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. 
 
The public meeting was called to order at 5:30 p.m. with the following members present: Mayor Billy D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Bryan Kelley. Also present, Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh, Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.

Motion made by James R. Leake, seconded by Abby T. Cochran to approve the minutes from the Regular Meeting of  November 24, 2020.   All in favor, none opposed.  Motion carried
 
Open Floor for Public Comment
Mayor D’Aquilla opened the floor for public comments before commencing with new business. 
No comments made from the floor.
 
PEC Report – Bianca Hillhouse of Professional Engineering Consultants (PEC).
All project are ongoing so no new update other than the bid opening for the Cast Iron Water Main Replacement was re-scheduled for 12/15/20 at the Town Hall at 10:00 am. 
 
Audit Report Presentation for FY 19/20- Postlethwaite & Netterville.
Mr. Tommy Naquin of Postlethwaite and Netterville presented the 2019/2020 audit report.  He gave a summary of the detailed reports to the Board of Aldermen and answered their questions.  Mr. Naquin  stated that the Town of St. Francisville is in good financial shape.
 
Motion made by Bryan Kelley, seconded by Gigi Robertson to accept the 2019/2020 audit report as presented.  All in favor, none opposed. Motion carried.
 
Approve Postlethwaite & Netterville for FY 20/21 Audit.
Motion made by Abby T. Cochran, seconded by James R. Leake to retain Postlethwaite & Netterville as auditor for Fiscal Year 20/21. All in favor, none opposed. Motion carried.
 
Take Action Regarding a Boundary Agreement by and Between the Town of St. Francisville and Andrew J. D’Aquilla Relating to Land Owned by the Town (identified as Parcel 100002105) and the Adjoining Property Belonging to Andrew J. D’Aquilla (identified as Parcel 11029800 and Bearing Municipal Address of 4794 Reed Street).
 
Motion made by Bryan Kelley, seconded by James R. Leake to establish the boundary and authorized the Town to enter a written boundary agreement by and between the Town and Andrew J. and Kelly B. D’Aquilla in accordance with that certain preliminary Plat Showing Overlap of Surveys and Proposed Boundary Agreement Number One defining the boundary between Lot C (D’Aquilla) and Lot 2 (Town of St. Francisville) of the Martin Subdivision.  All in favor, none opposed.  Motion carried.
 
Take Action, in Accordance with CAZ Chapter 17, Article III, Section 3.8 Major Subdivision Final Plat Approval Process, for the Approval of the Common Space, Recreational Areas, Communal Facilities and/or Other Improvements within The Reserve At Parker Park District PUD that are to be Privately Owned and Not Offered for Dedication to the Town of St. Francisville, as Shown on the Agreement(s), Covenants(s), and Other Legal Instruments submitted by the Applicant, Discovery Real Estate and Development, LLC.
Motion made by Abby T. Cochran, seconded by Bryan Kelley to approve the agreements(s), covenant(s), and other legal instruments submitted by the Applicant, Discovery Real Estate and Development, LLC relating to the ownership and manner and means for permanent care and maintenance of the state common spaces, etc. within The Reserve At Parker Park District PUD.  All in favor, none opposed.  Motion passed.
 
 
Approve Liquor Permit Renewals for 2021
Motion made by James R. Leake, seconded by Bryan Kelley to approve the below listed Liquor Permit Renewals for year 2021.  In favor:  James R. Leake, Abby T. Cochran, Bryan Kelley.  Abstained:  Gigi Robertson.  Motion carried.

Sales Tax Election Update
The one half of one percent sales tax for a new wastewater treatment facility passed on the December5th election with an overwhelming 74%.   Per the bond attorney, the next step will be a resolution and proces verbal to adopt on January 12 and discussing the Town’s plans for the bond issue. Mayor D’Aquilla expressed his gratitude for the community support for this important tax.

Mayor’s Comments – Mayor D’Aquilla
·      Mayor D’Aquilla shared a list of grant money that the town has obtained since 2005.  Mayor D’Aquilla with the assistance of the Town’s engineering consultants, Professional Engineering Corporation, has brought in a total of $5,383,900.84 in grant funding.
·      Mayor D’Aquilla provided a report from the Louisiana Asset Management Pool (LAMP) showing a total of $2,101,254.31 in the Town’s investment account.   He encouraged the next Mayor and Aldermen to continue to be good stewards of the Town’s money.   He expressed his confidence in the abilities of the incoming mayor and board of alderman and wished them all the best.
 
Police Report – Police Chief Scott Ford
·      Motion by Abby T. Cochran, seconded by Bryan Kelley to accept Mayor D’Aquilla and Chief Fords recommendation to hire Officer Richard Parsons, Jr. as a full time police officer.  All in favor, none opposed.  Motion carried.

Recognition of Outgoing Officials & Retiring Town Attorney
Proclamations were presented recognizing all out-going elected officials & retiring town attorney.
 
·      Mayor D’Aquilla is retiring with 48 years of service to the Town of St. Francisville.  He has served twelve years as Town Alderman and thirty-six as Mayor of St. Francisville.
·      Town Attorney Jesse Means is retiring with 44 years of service to the Town of St. Francisville.  Mr. Jesse has been the longest serving Town Attorney in the history of St. Francisville.
·      Alderman Susie Tully and Alderman Bryan Kelley are both leaving with 4 years of service to the Town of St. Francisville.
 
The Town of St. Francisville is grateful for your service to our community and wishes each of you all the best.
