MINUTES OF THE PUBLIC HEARING/REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, OCTOBER 13TH, 2020 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Public Hearing/Regular Meeting this 13th day of October 2020 at 11936 Ferdinand St., Town Hall, St. Francisville, LA.

THE MEETING IS OPEN TO THE PUBLIC.   We will practice safe distance measures and allow up to 50% occupancy including Mayor, Aldermen, staff and members of the public.  As a courtesy to those not comfortable attending in person, you may view the meeting through Facebook Live on the town’s Facebook page - TOWN OF ST. You need JavaScript enabled to view it. or drop a letter in the night drop located at townhall.  Public comments must be received no later than Tuesday, October 13, 2020 at 4:00 P.M. Your comments will be read aloud in the meeting during the Public Comment section.  In your email, please indicate the agenda item, your first and last name, your address, and your comment.  Should you wish to speak at the meeting in person, please contact Shannon Sturgeon, Town Clerk at 225-635-3688 no later than Monday, October 12, 2020 at 4:00 P.M. to coordinate your request.  In these extraordinary times we are trying to provide the most access within the bounds of keeping our community, elected officials and employees safe as possible.  
 
The public hearing was called to order at 5:38 p.m. with the following members present: Mayor Billy D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully.  Also present, Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, , Main Street Manager Laurie Walsh, Clerk Shannon Sturgeon and Deputy Clerk Stacy Orr.
 
Absent:  Alderman Bryan Kelley and Police Chief Scott Ford.

Open Floor for Public Comment – no comment submitted.
 
Motion made by Susie Tully, seconded by Gigi Robertson to approve the minutes from the Public Hearing/Regular Meeting of September 22, 2020.   All in favor, none opposed.  Motion carried
 
1.     PEC Report – update provided by Bianca Hillhouse of Professional Engineering Consultants (PEC).
 
2.     Royal Street Erosion– Discussed erosion issues on Royal Street.
Motion made by Susie Tully, seconded by James R. Leake to authorize PEC to advertise Royal Street Erosion Project for bids.  All in favor, none opposed.  Motion carried.
 
Motion made by Susie Tully, seconded by Abby T. Cochran to authorize PEC to retain ELOS Environmental to conduct an environmental study for the proposed new waste treatment facility site at a cost not to exceed $15,000.00.  All in favor, none opposed.  Motion carried.
 
3.     Blighted Properties
Motion made by James R. Leake, seconded by Abby T. Cochran to authorize attorney Ben Klein to begin the process required to clean blighted property for M. French located at 11808 Ferdinand and M. Abbas located at 9734 American Beauty.  All in favor, none opposed.  Motion carried.
 
4.     Census Update
At the last count the response rate for West Feliciana Parish was 46.1% and Town of St. Francisville was 45.4%.  The final census assistance opportunity will be provided at Thursday’s food distribution drive at the food bank.
 
5.     Trick-or-Treat
Trick-or-Treat will be held October 31st from 5-7pm.  Main Street is sponsoring a “SHOP TACULAR SATURDAY” that will included trick or treating at the shops, a pumpkin pull and scarecrow scavenger hunt.  Masks and social distancing are required.

Motion made by Gigi Robertson, seconded by Abby T. Cochran to purchase a portrait to hang in townhall in honor of Mayor Billy D’Aquilla’s thirty-six years of service as mayor for a cost of $2,400.00.  All in favor, none opposed.  Motion carried.
 
b.     Police Report- Chief Scott Ford absent.
 
c.     Legal Update – Assistant Town Attorney Ben Klein
 
d.     Permitting & Planning Updates – Written report by Building Official, Don Simmons.
 
e.     Main Street Report – Main Street Manager, Laurie Walsh.
