MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, SEPTEMBER 24, 2019 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in Public Regular Meeting this 24th day of September, 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:30 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Susie Tully and Alderman Bryan Kelley. Also present, Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon.

Absent: Alderman Gigi Robertson.

Prayer led by Jesse Means.

Pledge led by Bryan Kelley.

Motion made by Susie Tully, seconded by Bryan Kelley to approve the minutes from the regular meeting of September 10, 2019. All in favor, none opposed. Motion carried.

Open Floor for Public Comment

Mayor D’Aquilla opened the floor for public comments before commencing with new business.
No public comments submitted.

New Business:

1. Professional Engineering Consultants Update – Written report by Bianca Hillhouse.

2. Complete Streets Presentation – Lauren Field
Lauren Field, representing the St. Francisville Area Foundation and Ryan Benton of Center for Planning Excellence (CPEX) presented a brief overview of a preliminary “Complete Streets Program”, which is a project to improve pedestrian and bike mobility by infrastructure improvements designed to connect the sports park, Hwy 61 business district and Commerce Street. Lauren suggested that the Town of St. Francisville, West Feliciana Parish and the St. Francisville Area Foundation form a committee to guide the project. She also wanted a financial commitment from the Town. After discussion, the Board of Aldermen requested a budget and timeline be presented and information on what financial commitment the Parish and St. Francisville Area Foundation would provide for the project before moving forward.

b. Police Report – Chief Ford / no new update.

c. Permitting & Planning Updates – Written report by Building Official, Don Simmons.

d. Main Street Report – Main Street Manager, Laurie Walsh

Motion made by Susie Tully, seconded by James R. Leake to adjourn the meeting at 6:15 p.m. All in favor, none opposed. Motion carried.
