MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, AUGUST 27, 2019 at 5:30 P.M.

The Town of St. Francisville Board of Aldermen met in Public Regular Meeting this 27th day of August 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:30 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran and Alderman Susie Tully. Also present, Town Attorney Jesse Means, Assistant Town Attorney Ben Klein, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Town Clerk Shannon Sturgeon.

Absent: Alderman Gigi Robertson and Alderman Bryan Kelley.

Prayer led by Jesse Means.

Pledge led by Kevin Dreher.

Motion made by Susie Tully, seconded by James R. Leake to approve the minutes from the regular meeting of August 13, 2019. All in favor, none opposed. Motion carried.

Open Floor for Public Comment

Mayor D’Aquilla opened the floor for public comments before commencing with new business.

Kevin Dreher with Entergy apologized for herbicide spraying that was done on the power lines off of Commerce Street. It was an oversite by new management and has been corrected.

New Business:

Susie Tully made a motion to amend the agenda to remove Item 4. Approve Recommendation of Chief Ford to Move Officer Ronnie Stevens to a Full Time Officer and Officer Israel Hernandez to Part Time.

Alderman Tully questioned why the Board is required to vote on police personnel changes. After discussion, it was determined that the Mayor and Assistant Attorney Ben Klein would research the requirements and report back their findings. Alderman Tully withdrew her motion.

Motion made by Susie Tully, seconded by Abby T. Cochran to amend the agenda to add Approve Louisiana Attestation Questionnaire. All in favor, none opposed. Motion Carried.


1. Remove Tabled Item for the Major Subdivision request from the St Francisville Area Foundation.
Motion made by Abby T. Cochran, seconded by Susie Tully to remove the tabled item as requested by Charlie Perdue. All in favor, none opposed. Motion carried.

2. Approve Special Permit from the Women’s Service League for the Feliciana Fright Night Event
Motion made by Abby T. Cochran, seconded by James R. Leake to approve the special event permit for the Women’s Service League Feliciana Fright Night Event be held Saturday, October 19, 2019 as requested. All in favor, none opposed. Motion carried.

3. (A) Approve the Louisiana Compliance Questionnaire
Motion made by Susie Tully, seconded by Abby T. Cochran to approve the Louisiana Compliance Questionnaire as presented. All in favor, none opposed. Motion carried.

(B) Approve the Louisiana Attestation Questionnaire
Motion made by James R. Leake, seconded by Susie Tully to approve the Louisiana Attestation Questionnaire as presented. All in favor, none opposed. Motion carried.

4. Approve Recommendation of Chief Ford to Move Officer Ronnie Stevens to Full Time and Officer Israel Hernandez to Part Time.
Motion made by Abby T. Cochran, seconded by James R. Leake to approve Chief Ford’s request for approval of the employee status change made by Mayor D’Aquilla on August 5, 2019 moving Officer Ronnie Stevens from Part-Time to Full-Time and moving Officer Israel Hernandez from Full-Time to Part-Time. All in favor, none opposed. Motion carried.

*Alderman Gigi Robertson joined the meeting at 5:48 pm.
