MINUTES OF THE PUBLIC REGULAR MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, MAY 14, 2019 at 5:30 P.M.
 
The Town of St. Francisville Board of Aldermen met in Public Regular Meeting this 14th day of May 2019 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:30 p.m. with the following members present: Mayor William H. D’Aquilla, Alderman James R. Leake, Alderman Abby T. Cochran, Alderman Gigi Robertson and Alderman Susie Tully.  Also present, Town Attorney Jesse Means, Assistant Town Attorney Leslie Daniel, Main Street Manager Laurie Walsh.
and Town Clerk Shannon Sturgeon.
 
Absent: Alderman Bryan Kelley and Police Chief Scott Ford. 
 
Prayer led by Gigi Robertson.
 
Pledge led by Abby T. Cochran.
 
Motion made by Susie Tully, seconded by Gigi Robertson to approve the minutes from the last regular meeting of April 23, 2019.  All in favor, none opposed.  Motion carried.
 
New Business:
 
Open Floor for Public Comment
 
Mayor D’Aquilla opened the floor for public comments before commencing with new business.  
 
Assistant Town Attorney Leslie Daniel resigned from her position.  She thanked the Mayor and Board of Alderman for the opportunity to service the Town of St. Francisville.  The Mayor and Aldermen expressed their appreciation for her service and wished her well with future endeavors.

 1. Glen D. Womack Candidate for State Senate District 32 

Mr. Womack introduced himself to the Mayor and Aldermen.  He is running for State Senate District 32.

 2. Impact Fee Update– Impact Fee Study Review Draft provided to the Aldermen for review.  No further action take.  Move item to the next agenda.
 3. Appoint Assistant Town Attorney

Motion made by James R. Leake, seconded by Susie Tully to appoint Ben Klein as Assistant Town Attorney for the Town of St. Francisville.  All in favor, none opposed.  Motion passed. 

 4. Approve New Meeting Room Chairs– Aldermen approved the sample chair brought in for their review.  No vote required.
 
5. Discuss and/or Take Action on Erosion Repairs at Market Hall– Erosion issues are occurring near the retaining walls at Market Hall.  Mayor D’Aquilla will get the Town’s engineering consultant to do a site review and make repair recommendations.  There is also some brick repair and gutter removal that needs to be done.  Mayor D’Aquilla will also check on getting those repairs made.
 
6. Amend the Agenda to Add Request for Approval of Special Events Permit for Walker Percy.
Motion made by Susie Tully, seconded by Abby T. Cochran to amend the agenda to add request for approval of a Special Events Permit for Walker Percy Weekend.  All in favor, none opposed.  Motion carried.
 
7. Approve Special Events Permit for Walker Percy.
Motion made by Abby T. Cochran, seconded by Susie Tully to approve David Parker’s request as  Event Chairman for Walker Percy Weekend, to close Prosperity Street between Ferdinand and Royal Street for the Crawfish Boil on Saturday June 1, 2019 and to approval a special events liquor permit for the Crawfish Boil and the Bourbon Stroll along Royal Street.  All in favor, none opposed.  Motion carried.

9.  Amend the Agenda to Discuss and/or Take Action on Tractor Supply’s Request for Change of Facade Material.
Motion made by Gigi Robertson, seconded by Abby T. Cochran to amend the agenda to allow discussion and/or take action on Tractor Supply’s request for change of façade material as presented in the drawings.  All in favor, none opposed.  Motion carried.
 
10. Discuss and/or Approve Tractor Supply’s Request for Change of Façade Material
Motion made by Gigi Robertson, seconded by James R. Leake to approve Tractor Supply’s request for approval of facade material as submitted in the drawings.  All in favor, none opposed.  Motion carried.
 
11. Adjournment
Motion made by Gigi Robertson, seconded by Abby T. Cochran to adjourn the meeting at 6:20 p.m.  All in favor, none opposed.  Motion carried.
