MINUTES OF THE PUBLIC HEARING & MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, AUGUST 23, 2016 at 5:30 P. M.

The Town of St. Francisville Board of Aldermen met in regular session this 23rd day of August, 2016 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:34 p. m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Alderman Jimmy Davis, Alderman Robert P. Leake and Alderman Abby T. Cochran. Also present were Attorney Jesse Means, Police Chief Scott Ford and Town Clerk Shannon Sturgeon.

Absent: Alderman Gigi Robertson and Main Street Manager Laurie Walsh.

The pledge was led by Damon Dawson.

On motion by James Davis and seconded by Abby T. Cochran, the minutes of August 9, 2016 were approved as submitted. Motion carried.

PUBLIC COMMENT: none

REGULAR MEETING:

Burnett Bridge
Mayor D’Aquilla gave the Alderman a copy of a letter and photos of the flood damaged Burnett Bridge that was sent to Jay Dardenne, Commission of Administration regarding the additional funding that is currently pending in Priority 2. We are requesting that those additional funds needed to replace the bridge will receive approval in September since this is a shovel ready project.

Alderman Gigi Robertson joined the meeting at 5:40 pm.

PEC Report -.Bianca Hillhouse was absent.
• Mayor D’Aquilla advised the Board that the drilling for the replacement water well is proceeding well. They are currently at about 260 feet and with the estimated final drilling depth of 1900 feet.

Bailey Cable
Mayor D’Aquilla advised the board that a certified letter was sent to Bailey Cable on June 29, 2016 requesting payment for 3rd Quarter 2015 and 4th Quarter 2015 franchise fees. We have not received a response nor the refused letter. After discussion, it was decided that Attorney Jesse Means send a second certified letter requesting 3rd & 4th Quarter 2015 and 2nd Quarter 2016 franchise fees be paid and that Chief Scott Ford also hand deliver a copy of the letter to Bailey Cable.

Hwy 61 Gas Project
Bianca Hillhouse of PEC provided drawings via email. However, Mayor D’Aquilla requested that this item be moved to the next agenda so that Bianca would be able to present the information and answer any questions. No further action taken. Move to the next agenda.

Retaining Wall for Old Town Hall
After contacting multiple contractors and requesting quotes for replacement of the retaining wall for the Old Town Hall, no additional quotes have been submitted. After discussion, motion made by Abby T. Cochran, seconded by James Davis to award the job to the lowest bid from the three quotes received to Barrios Construction LLC for $30,000.00. All in favor, motion carried.

Bids for Painting Town Hall
Motion made by Robert P. Leake, seconded by James R. Leake to accept the lowest bid for painting the exterior to Southern Reproductions, Inc. for a total of $11,750.00 for labor and paint shall be provided by the town. All in favor, motion carried.



Attorney Jesse Means – Provide Update Regarding the Abandon Property Process & Pending Arbitration for Claude Barron Property.
Attorney Jesse Means recommended that no action be taken on this at this time since arbitration is set for September.

Mr. Means then updated the board on a servitude that he is working on for Cathodic Protection update for the Town’s gas system. It is time to replace the anodes and the overhead utility lines at the Hwy 61 entrance of Audubon Hills is preventing the contractor for being able drill at the previously used location. We will need to contact PEC to get a survey done so that he can work with the property owner to obtain the necessary servitude agreement.

Mayor’s Report - Mayor D’Aquilla
Informed the Board of storm damage

• Control panel for the lift station on Commerce Street was flooded.
• Burnett Bridge is now closed due to collapsed bulk head.
• Town Hall & SF Police Station also sustained lighting hits that took out computers, phones, nuclear siren and other electronic equipment.

Mayor D’Aquilla also informed the board that we are down another police car. We have had two units in the shop and the transmission went out in a third police car during the storm. A quote from Bennet Ford to lease purchase a 2017 Ford Explorer thru Ford Motor Company’s municipal finance program.

Motion made by James R Leake, seconded by James Davis to approve a quote from Bennet Ford to lease/purchase a 2017 Ford Explorer at a cost of $27,600.00. All in favor, motion carried.

Police Report – Chief Scott Ford.
No additional comments.

Permitting & Planning Updates
• Interior metal studs, brick work, HVAC, and roofing underway or nearly complete at hospital.
• Johnathan Beckham residence being framed.
• Bayou self-storage complete and almost full.
• Working with Mr. Smith on carport project.
• Meet with contractor for Live Oak Retail Center today. Ground breaking should start next week.

Main Street Report - Laurie Walsh, Main Street Manager - absent.
• Mayor D’Aquilla informed the board that Polo’s & Pearls & The Town of St. Francisville & Pointe Coupee Cruisers Host Car & Motorcycle Show has been postponed due to the flood. No date has been decided at this time.

Alderman Abby T. Cochran had the following questions:
• Could we straighten the traffic signal at the intersection of Commerce and Hwy 61. Police Chief Ford advised that this request has been passed to the DOTD since a State Highway is their jurisdiction. It probably has been delayed due to the other issues they are dealing with from the flood.
• Inquired about the erosion on the river side of the caboose that was caused during the flooding. Mayor D’Aquilla had spoken to Barrio’s Construction and when they have their equipment here to repair the retaining wall they have agreed to repair that also.
• Asked if the tree that fell on Hwy. 61 at the Myrtles could be picked up. Mayor D’Aquilla will get Wally to check it out and contact DOTD if we cannot remove it

Motion by Robert P. Leake, seconded by James Davis, the meeting was adjourned at 6:26 p.m. Motion carried.
