MINUTES OF THE PUBLIC MEETING OF THE TOWN OF ST. FRANCISVILLE MAYOR AND BOARD OF ALDERMEN, ST. FRANCISVILLE, LA, TUESDAY, April 12, 2016 at 5:30 P. M.
The Town of St. Francisville Board of Aldermen met in regular session this 12th day of April, 2016 at 11936 Ferdinand St., Town Hall, St. Francisville, LA. The meeting was called to order at 5:37 p. m. with the following members present: Mayor William H. D’Aquilla, Aldermen James R. Leake, Aldermen Robert P. Leake, Alderman Gigi Robertson, Alderman Abby T. Cochran and Alderman James Davis. Also present were Town Attorney Jesse Means, Police Chief Scott Ford, Main Street Manager Laurie Walsh and Clerk Shannon Sturgeon
The pledge was led by Willie Williams.
On motion by Abby T. Cochran and seconded by James R. Leake, the minutes of March 22, 2016 were approved as submitted. All in favor, motion carried.
Engineer Bianca Hillhouse of PEC provided the following update:
• Bids for the Water Well Replacement and Water Systems Improvements project will start advertising April 21st with the bid opening May 17th.
Damon Dawson – Request To Discuss the Future of the Feliciana Street Park
• The $250K (CWEF) Community Water Enrichment Fund Emergency Grant approval letter has left the Office of Community Development and should be received soon.
• We will also have the pending LGAP $35K & the awarded CWEF $35K grants that could possibly be used towards the water well replacement if needed.
Mr. Dawson did not attend. Mayor D’Aquilla spoke to the Board of Alderman about the Leake Park on Feliciana Street that Mr. Dawson had inquired about. The park has become a public nuisance and after discussion, the Mayor and Aldermen agreed to disband the park.
Willie Williams – Water Drainage Issues at Pilgrim Rest Cemetery
Mr. Williams, President of the Pilgrim Rest Cemetery Association spoke to the Board of Alderman regarding water drainage issues they were having in the cemetery. He observed that during heavy rains, water was coming off the Town’s booster station and washing across the graves and gravel road. He said that the Town has always worked with the cemetery and any assistance would be appreciated. The Mayor told the Board that the Maintenance Department had gone to the cemetery after Mr. Williams contacted us with the issue and installed water berms to redirect the water and asked Mr. Williams to let us know if this solved the issue. If not, we will continue to work on the issue until it is resolved.
Mr. Williams also notified the Board that a new sign had been installed at the cemetery and that it had not been properly permitted thru the Town. He apologized and asked what he needed to do to correct this oversite. The Mayor told him we would first check the sign for compliance and notify him as to what procedure would need to be followed if there was any issue.
Request Moratorium Waiver for Jonathon Beckham’s New Construction on Hartson Street in the Historical District
- The Historical District Commission has approved Mr. Beckham’s construction and request the Board of Alderman grant a moratorium waiver.
Motion made by Abby T. Cochran, seconded by James Davis, to grant a moratorium waiver for Johnathon Beckham’s new construction on Hartson Street in the historic district based on the recommendations of the Historical District Commission. All in favor, motion carried.
Update on Hwy. 61 Signage Compliance
– Chief Scott Ford & Laurie Walsh
• Cracker Barrel is in the stages of remodeling their business and would like to be added to the May 10th agenda to discuss the sign compliance with the Town.
Approve Application for Alcoholic Beverage Permit for Al Aqaba Lebanese Restaurant.
• Mc Donald’s sign has already been brought in to compliance.
• Serio’s – looks like work as begun on the sign, however, they have not contacted the Town with any questions or details.
On motion by James Davis, seconded by Robert P. Leake, to approve the Alcoholic Beverage Permit for Al Aquaba Lebanese Restaurant. Votes cast as follows:

Projects under construction:
• WFPH - Made first pour of foundation last week. Project is moving along well between the rains.
Projects being proposed:
• WFPH Pediatric Clinic - Project is closed in and the new generator has been installed. The interior of the new area has also been painted.
• Parish project - Nothing new to report.
• Miles Blaire Barber shop (Commerce St.) is open and I am helping her with signage regulations.
• Several smaller residential additions and electrical projects have been submitted and performed.
• Live Oak Retail Center (Shell Only Construction) has been submitted for review by Planning and Zoning.
Forms and processes:
• I have had no additional contact with proposed Bakery in Spring Creak Shopping Center since meeting client on site.
• New Residential construction packet has been completed and is now being given to clients.
• List for when a permit is not required has been created and will be handed out and posted for reference.

• Landscape Architectural Plan – spoke with Joseph Furr to get an update. Currently waiting to receive the survey details needed to proceed.
• Caboose Refurbishment – spoke with Cliff Deal. The caboose will be moved closer to the road next week if the weather allows. Also a paint contractor has been secured for the project and will begin painting once the caboose has been moved to its new location.
• Starting April 1st state sales tax on water and sewer for commercial businesses will increase from 1% to 4%.
• Spinks Construction has begun working on the emergency repairs to the water line behind the post office.
• The Mayor met with the Parish President on Friday April 8th to discuss the Parish applying for a building permit for the Governmental Services Building and again no resolution was found.
Motion made by Gigi Robertson, seconded by James Davis, to authorize the Town of St. Francisville’s Building Official to serve a Stop Work Order for the Governmental Services Building located in the former Super-Valu building on 12292 Jackson Road. After repeated attempts by Town of St. Francisville officials to work out a resolution with the Parish President and the Director of Public Works which included waiving the permit fee, expediting the application, granting a legal non-conforming sign status and allowing the Parish Building Inspector to serve as a third party provider for inspections as long as the inspection reports were submitted to the Town of St. Francisville Building Official, this motion was passed unanimously.

• Main Street funding from the State of Louisiana is in jeopardy due to state budget cuts.
